Job Description:

The City of Minneapolis is seeking an ERP Program Manager to lead the city’s enterprise transformation initiative as it migrates from Oracle PeopleSoft to Workday , a cloud-based ERP system. The successful candidate will be responsible for overseeing a comprehensive, multi-year ERP implementation, including planning, coordination, and execution of ERP-related projects across departments such as HR, Payroll, Finance, and Procurement.

Specialty Areas:

Program Leadership & Strategy – Establish ERP PMO, governance structures, and align implementation with city-wide goals.

Workday ERP Implementation – Lead full lifecycle Workday deployment including module setup, vendor coordination, and post-go-live transition.

Stakeholder Engagement & Change Management – Lead stakeholder communications, change readiness, and adoption strategy.

Business Process Reengineering – Standardize and streamline processes across departments, improving integration and reducing redundancy.

Project Governance & Vendor Management – Define milestones, deliverables, and manage third-party vendors, risks, and interdependencies.

Responsibilities:

• Establish and lead the ERP Program Management Office (PMO).

• Define project scope, objectives, timelines, and milestones aligned with city strategies.

• Manage multiple concurrent ERP projects including data migration, application decommissioning, and integrations.

• Serve as a liaison between city departments, Workday implementation partners, and other vendors.

• Oversee change management planning, training development, and end-user communication.

• Ensure quality control, risk mitigation, and issue resolution throughout all project phases.

• Create and maintain governance documentation, charters, project plans, and status reports.

• Facilitate meetings and ensure stakeholder alignment across departments and levels.

• Provide strategic insights to city leadership and ensure smooth transition from legacy systems.

Preferred Qualifications:

• Master’s Degree in Management, Engineering, or Technology.

• PMP Certification or Workday Certification.

• Strong problem-solving, communication, leadership, and facilitation skills.

• Experience working with city/state/local government departments and union environments.
